I've recently been experimenting with new ways to consume tobacco. I am a very occasional smoker, usually of cigarettes, usually socially. I'd read up on 'dokha'. My method for creating my own imitation dokha is as follows:
1) I empty out 1/10th of a cigarette.
2) I grind it up very finely with scissors and snip the pieces as small as possible, then rub the powder between my fingers to break up any remaining large pieces.
3) I load the medwakh, and torch the entire thing, inhaling as long and as deeply as possible. A pleasant, albeit brief nicotine buzz quickly overpowers me.
Now, these are my subjective comments on potency relative to cigarettes, but I think this is a much better way to use tobacco. A much smaller quantity of tobacco is consumed. The sedating part of the buzz lasts about 5 minutes, and the pleasant feeling lasts 30-60 minutes. I have often smoked cigarettes and gotten very little buzz, but this is much more intense for me.
