Opiate
Pure morphine or products which contain more than 50 mg per 100 milliliters (or per 100 grams) are Schedule II in the United States. This means they are illegal to sell without a DEA license and illegal to buy or possess without a license or prescription.

Products which contain less than 50 mg morphine per 100 milliliters (or per 100 grams) and which contain one or more active, nonnarcotic ingredient in recognized therapeutic amounts are Schedule III in the United States.

Schedule II drug prescriptions may only be refilled with a written prescription, Schedule III pharmaceuticals may be refilled using phoned prescription. (thanks DJM)

U.S. STATE LAW #

INTERNATIONAL LAW #
Canada #
Morphine is schedule I in Canada. (Note: Canadian schedules are very different than U.S. schedules)
Portugal #
Effective July 2001, personal use of morphine without a prescription was decriminalized by Law 30/2000 (see text of law). Possession of less than 2 g is not regarded as a criminal offense, though the substance is liable to be seized and the possessor can be referred to mandatory treatment. Sale, or possession of quantities greater than the personal possession limit, are criminal offenses punishable by jail time. (thanks P)
Russia #
One visitor reports that morphine is schedule II drug in the Russian Federation and is regulated such that it is not prescribed to the general public.
